Seriously we should retool and retask our military I'd disband the army and airforce entirely then reinforce the Navy and Marines.
Definitely reduce it to the point that it is a defensive force rather than an offensive force.
I'd also change the reserves back to reserves.
Next would be investments into infrastructure roads railway's power grids sewage water and so forth. This would provide good paying jobs to people which would result in more economic activity which would result in greater demand for goods and services encouraging investment from the private sector and generating more tax revenue.
On the subject of taxes, A complete rework of the tax system is in order shifting the burden off the backs of the masses and back onto the shoulders of the corporations and wealthy who profit the most from the oportunities our society provides.
I'd also propose a complete rework of existing intelectual property rights returning to the more reasonable limits imposed at the creation of this nation rather than this endless licence that seems to exist today.
Combining the previous two points a bit. I would start charging royalties for intelectual property developed at tax payer expense.
I'm tired of seeing the results of publicly funded research being handed off to private corporations for private gain and we the people not getting our cut. I'm tired of Big Pharma making massive profits off of drugs that were developed on our dime, I'm sick of Boeing,Lockheed et al. developing airframes based on basic research you and I paid for with our tax dolars and not paying us our due.
The next suggestion I'd have would be to put some serious resources into the space program I'm not talking the piddling amount we put into Appolo, I'm talking about a serious national investment on the scale as we used to spend on the military industrial complex. Infact much of that industry could be retasked to space exploitation type roles relatively easily.
People might think that last is rather pie in the sky and poor prioritization with so many Terastrial problems to deal with but the reality is that we'll probably never eliminate humger and poverty completely no matter how many resources we toss at the problems not to say we should do our best to try, But to ignore space is to ignore destiny. There is unlimited space endless resources cheap energy in plenty available. There is also just the fact that it's what we as a species do. We expand we advance and we progress, and space is indeed the final frontier and only the government has the resources to finance such a major endevour.
Obviously such an endevour would require a well educated citizenry as such we will need to invest heavily into our education system over all ensuring that salaries for teachers are sufficient to attract the most talented and that we provide everyone the oportunity to advance as well as they are able.
So how much would such an endevour set us back? Quite a bit I'd imagine, But what are our creditors going to do? Call in the loans? No they will have to keep their investment in play and hope we can actually build up sufficient revenue to repay them at some point.
Keynes basically spelled all this out almost a century ago. I could go into specifics but that is the Shawn plan in a nutshell.
Basically I suggest we spend our way out of hock.
